Voting Weights

In 2009 I discoverd that the Water Committee was not following their own bylaw which was based on a BC government order.  The Regional District did not agree with my interpretation.

At the first meeting of the WC in 2010 the RD again calculated what I call the wrong weights.  Larry Jangula of Courtenay and Paul Ives of Comox competed for the chair of the WC.  Using wrong weights, which increased the voting power of the Electoral Areas A, B and C, Ives won.

At the next meeting the Courtenay directors made a fuss and it was agreed to get a legal opinion.

At an in camera (secret) meeting, the opinon was discussed.  The only public comments that ever came out was that many directors did not like the voting weights and thought they should be changed.  To me that sounded as if my "opinion" was correct.

Another year has passed and the wrong weights continue to be used.  How valid are the decisions made after they were advised by me and, I presume, was confirmed by a lawyer they selected?

I attempted to get the legal opinion through a Freedom of Information request.  The RD gave me some info but not that opinion.  I initiated an appeal to the Office of Information and Privacy but was advised by them that I would be unlikely to win since the RD had claimed this should be private as an item under negotiation. Why won't the Regional District follow the law and their own bylaw?  I think they liked getting their way.
